You could actually do this on a day trip to Hurghada from Luxor. The sea is picture postcard blue, when we went we hired a boat for scuba and fishing. I was made up that I caught a fish.
You can take proper diving courses if you stay there longer, the Red Sea is a beautiful part of Egypt and just a short drive from Luxor.
